PARKING
9) PARKING
a. Parking Registration: Each resident who has an exclusively assigned space must supply the vehicle tag number, make and model of their vehicle(s) to the Management office. When changing vehicles, it is the resident’s responsibility to inform Management of the change. Management provides one transponder for each parking space. An additional transponder may be purchased for a second car registered to a specific parking space. The cost for an additional transponder, or a replacement for a lost transponder, is $50. There is a limit of two (2) transponders that can remain active in the door access system per parking space, and each transponder must be registered to a vehicle.
b. Assigned Parking:
- i. Resident agrees that they shall not park in any spaces other than the one assigned for their exclusive use, unless otherwise specifically directed by Management.
- ii. If the unit owner to whom a parking space is assigned wishes to offer for lease or to make their parking space available to a third party, that party must be a unit owner, tenant or resident at CityView and/or CityView II. Please provide Management with the contact person, phone number and make, model and license plate for the car in the spot.
- iii. Resident shall promptly report to Manager any vehicles or other objects, which are improperly parked or left in resident’s assigned space. Resident agrees that they have no authority on their own initiative to call a towing service or to cause another resident’s, occupant’s, or guest’s vehicle to be removed from or towed from the resident’s assigned space. Only Management shall be authorized to have a vehicle or other property removed which is in violation of this policy.
- iv. If an unauthorized vehicle is parked in a parking space assigned to, or designated for the use of another owner, resident or guest, temporary parking may be made available for the vehicle that would have parked in the space, had it not been occupied by the aforementioned, unauthorized vehicle. However, this would only be done in conjunction with the instruction by the holder of the rights to use the parking space to remove the offending vehicle from the parking space, to assist the aggrieved party in enforcing their right to use the assigned parking space.
- v. No vehicle shall be parked in such a manner as to impede or prevent ingress or egress to any parking or driving areas.
- vi. No more than one (1) vehicle, whether it is motorized or human-powered, may be parked within a parking space at any time. Such vehicle must be within the designated lines and wheel stops.
- vii. The space located between each parking space’s wheel stop and the adjacent wall shall not be used to store any items. This prohibition includes, but is not limited to, the storage of motorcycles, mopeds, bicycles, stroller, beach chairs, and/or coolers. If any items are found in this area, the owner of the parking space will receive one (1) written warning requesting that items be removed within forty-eight (48) hours. Failure to comply may result in the items being removed, and the owner shall be responsible for any costs incurred in removing those items; the Association and/or its vendors will not be liable for any damage as a result of the removal.
- viii. No boat, trailer, camper, truck larger than a half-ton pickup, motor home, commercial truck/ van or heavy equipment, bus or heavy motorized or mechanized equipment or vehicle shall be kept, placed, stored, parked, maintained or operated in any area of the condominium community without the express written consent of Management. Such vehicles are prohibited and unauthorized. Any vehicle that is towed or removed from the property will be at the owner’s expense. Management is not responsible or liable for any private property including vehicles.
c. Proper Vehicle Maintenance:
- i. A vehicle must have a current license plate, registration, and inspection sticker in order to be parked in the garage. The vehicle must also be obviously operable and must not create any conditions that impact the appearance of the garage (such as any fluid leaks like oil, anti-freeze, transmission fluid, etc.) and/or the health of other individuals that utilize the garage (noxious fumes). If a vehicle does not meet the aforementioned criteria, the owner of the unit the parking space is assigned to will be contacted to alert them of the issue.
- ii. If a vehicle is creating an issue, it must be immediately removed from the garage and repaired. Proof of repairs may be submitted to the Management office. If the issue persists, the easement through the common elements of the garage to access the limited common element, the parking space, may be suspended and the fobs and transponders assigned to the unit may no longer have credentials to access the parking deck.
- iii. The cost of cleaning up the parking deck to remove any chemicals or staining will be assessed against the owner of the unit the parking space is assigned to.
- iv. Any damage to other vehicles is the responsibility of the owner / operator of the vehicle and is an issue between residents of the community and not CityView or CityView II.
d. Parking Space Reassignment: A spot is a Limited Common Element assigned for the exclusive use of a specific unit and is not deeded to an individual. The Association’s Declaration authorizes the Board of Directors of the Association to reassign Limited Common Element upon the written request of the owner(s) of a Unit to which that Limited Common Element parking space is assigned. As an accommodation to the owner(s), the Association has prepared a packet of documentation that needs to be completed by the owner(s) in conjunction with any such reassignment of a Limited Common Element parking space. The association makes no representation and offers no assurances regarding the timing of the filing of the reassignment documents. Owners must separately obtain legal counsel to ensure that the reassignment occurs in the correct manner and within the proper period of time in accordance with the Declaration and the provisions of the Pennsylvania Uniform Condominium Act.
e. Guest Parking / EV Parking: The apron along the driveway has been designated for guest parking during select hours, which are Monday through Friday between 5 PM and midnight and weekends 9 AM to midnight. There are 8 marked spaces that can be used for 3 hours and 2 spaces for EVs to utilize while charging. Residents are limited to one guest per unit. Residents must accompany their guest(s) when they register with the front desk. Inform the front desk of the parking space being used and a parking tag will be provided to attach to their rearview mirror while parked there. Unit owners, residents and tenants may not use the guest parking area, nor may any contractors. If all of the spaces are in use and an EV space is open you may be permitted to park there, contingent on being required to vacate the space if someone needs to charge their EV.
f. Parking around the Circle: Residents may park around the circle to drop-off or pick-up residents or guests or to unload packages, for a time not to exceed 15 minutes. Please leave your hazard lights on while your vehicle is in the circle. When parking around the circle, please be aware that parking directly in front of the doors is prohibited, as that is a curb cut and must be open for ADA compliance.
g. Parking Prohibited: If a vehicle is parked in a fire lane, is blocking another vehicle or access to another parking spot, is obstructing the flow of traffic, is parked on any grassy area, is parked in another unit’s space, or otherwise creates a hazardous condition, no notice will be required to have the vehicle towed immediately.
h. Towing: If your vehicle is removed from the property contact George Smith Towing – 215-729-9100. Your vehicle will be towed to 3103 S 61st Street in Philadelphia. The city of Philadelphia requires that a vehicle be ticketed by Police or the PPA prior to towing. If the offending vehicle is removed prior to ticketing and/or towing, the equivalent expense of the ticket and the towing may be assessed against the unit owner. Currently that expense is $205.
i. Charging Stations: EV Charging requires an RFID card which can be provided by the management office, and the download of the “Epic Charging” app to set-up your method of payment. There is no fee for parking while the vehicle is charging; however, after a charging session expires there is a 15-minute grace period to remove the vehicle. After that grace period ends, vehicles that remain parked in an EV space will be charged $5/hour. Please note that any EV Charging Session is capped at 6 hours.
