CONTRACTORS AND SUBCONTRACTORS HIRED BY RESIDENTS AND HOME IMPROVEMENTS PERFORMED BY OWNERS, TENANTS, OR GUESTS

14) CONTRACTORS AND SUBCONTRACTORS HIRED BY RESIDENTS AND HOME IMPROVEMENTS PERFORMED BY OWNERS, TENANTS, OR GUESTS

a. Maintenance: Maintenance to individual units is the homeowner’s responsibility.

b. The maintenance department offers in-unit services through the Resident Maintenance Service (RMS). Check with the Management Office for current rates. All labor charges will be rounded up to the nearest 15-minute increment. A list of services provided is available at the Management Office. Response time may vary depending on the staff availability. The business hours for common area maintenance service requests are as follows:

Monday – Friday: 8:00 A.M. – 4:00 P.M.
Saturday – Sunday: Emergency 800-870-0010

c. Homeowners performing their own repairs/renovations are not subject to day or time restrictions. However, effort must be made to minimize the impact of the work on other residents. It is recommended that any such repairs/renovations begin after 9:00 AM and are concluded by 8:00 PM.

Unit owners cannot perform any electrical or plumbing repairs and must hire a licensed and insured contractor except for incidental repairs including, but not limited to the following:

i. Plunging a clogged toilet or removing minor clogs from drain
ii. Replacing a faucet aerator
iii. Replacing toilet hardware
iv. Replacing a faucet washer (to stop a dripping faucet – please make sure to shut off water to the sink first.)
v. Changing a light bulb
vi. Installing a battery-operated doorbell

d. Outside salespersons visiting a unit for the purpose of describing services, assessing a project, taking measurements and providing a quote are not subject to the following rules. If a vendor is on-site under these auspices but conducts other tasks, fines may be assessed to the Owner that begin at $1,000 and the vendor will immediately be escorted off the property. Hours are restricted to 8:00 am – 7:00 pm Monday through Saturday.

e. Contractors are defined as anyone who does not own or occupy the unit who performs services in the property for a unit owner or resident in exchange for valuable consideration.

i. Contractors and subcontractors for all maintenance and construction must supply the following to CityView Condominium Association, Inc. before any work can commence:

1. Proof of Insurance (General Liability, bodily injury, property damage, personal injury, etc. – $2,000,000. Worker’s Compensation – $250,000 and/or statutory limits required, whichever is greater), listing “CityView Condominium Association, Inc.” as ‘additionally Insured” before work can commence.

a. The only exceptions to the above insurance requirements are contractors considered “domestic help,” such as a visiting nurse, cleaner, baby sitter, pet sitter or dog walker.
2. Copies of required permits (when applicable)
3. Copies of blueprints and approved plans (when applicable).
4. Method of disposal for any construction materials. Disposal of construction material must be removed and disposed of by the contractor via freight elevator only and scheduled in advance
5. Copies of contractor’s license and business license
6. Copy of contractual agreement.
ii. Contractor hours are from 9:00 AM and 5:00 PM, Monday thru Friday, only. Work is strictly prohibited on Saturday and Sunday. Failure to adhere to this schedule will result in fines that begin at $1,000 and could go higher depending on the circumstances. The contractor will immediately be escorted off the property.

1. Contractors providing healthcare services are exempt from the work hour restrictions.
2. Other contractors considered “domestic help” can render services between 7:00 AM and 10:00 PM any day of the week, but shall not conduct any activity that could deprive adjacent residents of the quiet enjoyment of their homes before 9:00 AM or after 5:00 PM. Domestic help includes dog walkers, cleaners and non-emergency home health aids.
iii. Plumbing repairs involving the water to be shut off must be coordinated with the Management Office and the Maintenance Department at least 72 hours prior to starting any work. There will be no exceptions. Contractors must follow the plumbing policy guidelines included as Appendix P. Once the plumber has completed the work and before the walls are closed, an appointment needs to be made with the building’s Chief Engineer so that he can confirm the plumbing policy has been followed.

f. Any work in the unit involving plumbing modifications, connections to common or limited common elements or replacing carpeted surfaces with a hard surface require prior, written approval from the Architecture Control Committee (ACC). Per the Declarations, the ACC has 45 days to respond. An Architectural Modification form is available in the Management Office for completion both by the resident and the Contractor. Homeowner shall comply with all governmental requirements for any construction to be done in the Unit at the Homeowner’s expense, including but not limited to, permits, plans, insurance approval from the Management office and/or Architectural Control Committee. Homeowners could be required to pay CityView Condominium Association, Inc. ten (10) days in advance, a construction deposit of $5,000.00 to protect the Unit, the building and common elements against damage due to the installation or removal of improvements to the Unit and or use and transport of construction materials in the building. The association may use the deposit to repair and/or restore damage to any of the above referenced items and repair and/or restore the Unit to a condition roughly equal to that, which existed prior to the improvements being made. The deposit will be placed in a non-interest-bearing account and said funds may be commingled with Association Fees.
